To compensate for the scarce availability of HD 4770 cards.Kudos for AMD. Given the problems TSMC is facing at the 40nm process node, AMD decided it will offer the higher performing HD 4850 for the same price - or so the hardware site Matbe reports.
The cards obviously consume more power, around twice, but the added power will make up for that. Consider also that the better cards come with better components all around, like chokes and capacitors, and this becomes a very sweet deal. The 4770 is a great card but is design "on the cheap".
